NGWA Position Statement On Rural Water Districts
Background: The federal government provides low interest loans and grants to rural communities for drinking water systems. The primary funding source is the Rural Utility Service's water and wastewater program, but Housing and Urban Development's Community Development Block Grants are also used. In addition, pending legislation would establish a new state revolving fund (SRF) program for drinking water. Low interest loans (and maybe grants) would then be available to community drinking water systems for upgrades and possible expansions. This is targeted to small systems who are not meeting Safe Drinking Water requirements.
Recommended Position:
- Support the right of all Americans to safe, dependable drinking water.
- Encourage full compliance by community water systems with Safe Drinking Water Act requirements.
- Financial assistance to the state and community water systems should be through loans rather than grants.
- Individual private wells provide an option in drinking water delivery. The economics and efficiency of private residential wells should be explored when considering providing the public with safe drinking water.
- Prior to approving any federal loan or grant for a community water system, an independent evaluation of alternatives should be done to determine the economic, technical, and social impacts of each alternative, which could be used to provide potable water to the public in the service area. Firms which perform the evaluation should be barred from bidding on any construction contracts that may result from the evaluation.
