NGWA Position Statement On Training of Entry Level CDL Drivers
Background: The U.S. Department of Transportation has raised the issue that there should be a federally mandated Commercial Driver Entry Level Training Program. The Federal Register (Vol. 58, No.117) states "In the early 1980's the FHWA determined that a need existed for technical guidance in the area of truck driver training. Although there are no prerequisite Federal or State training requirements to obtain a CDL, the driver must demonstrate the required minimum knowledge and /or skills necessary to operate a CMV. To date, the states and District of Columbia have issued over 6 million CDLs.Recommended Position: Any intrusion by the federal government would add undue economic pressure to the members of National Ground Water Association (NGWA) and create unneeded "red tape".
Comments received from the members of NGWA are that this is not needed because adequate training is already being met. New drivers can go to a Commercial Driving School or be hired by a company, get a learners permit, and learn on the job. There are numerous training videos and manuals for drivers who need additional information. This is more than adequate preparation for the States' written test and skills test (required by all States).
